Un tragique événement est survenu le 4 juillet 2009 dans la baie du Maryland, où une bactérie non identifiée contamine le lac et ceux qui s'en approchent. À l'aide de nombreuses images d'archives venant des caméras de sécurité, de vidéos amateurs, d'extraits de visio-conférences, de reportages, ainsi que de l'intervention de Donna Thompson, journaliste débutante au moment des faits, ce film tente de faire la lumière sur cette affaire qui, à en croire le gouvernement américain, n'a jamais existée…
